A proposal to build an additional floor and three new flats has been approved by St Albans City and District Council (SACDC) - despite being refused twice before.

The site, known as Butlers Yard in Drovers Way, is set to become a five-storey building adding further housing to the existing 14 flats and commercial space on the ground floor.

In the St Albans Conservation Area, the location has had two previous applications to extend refused on the grounds that it would harm the character of the area - particularly impacting on the Grade II-listed St Peter's Church.

On Thursday, October 17, conditional permission was granted for the latest application submitted in August by CDS Town Planning on behalf of an applicant.

Plans include a new floor for the Drovers Way property that will host a further three one-bed flats.

(Image: St Albans City and District Council)A statement in the decision notice provided by SADC said that the development would provide "much-needed homes" in a "sustainable location".

"No harm has been identified that would outweigh the benefits of the proposal," it added.

Two public objections were raised, suggesting the flats would have "cramped and inadequate living conditions" and cause "harm to the character and heritage" of the area.

According to the planning application, all properties contain a double bedroom, shower room, airing cupboard, hall, kitchen, living and dining rooms.
