A spokesperson for Hertfordshire police said: "Please avoid the area and seek an alternate route where possible.
"We’ll update you as soon as possible."
Further protests have since began at Junction 21A for Bricket Wood, and Junstion 22 for London Colney.
These incidents involved protesters securing themselves to the M25's gantries.
It comes after Just Stop Oil warned it would target the motorway again in the coming days.
A statement released yesterday evening read: "We ask everyone who is planning to use the M25, or associated roads, from 7am tomorrow to be prepared for closures and severe delay to their journeys or to make alternative plans.
"Once again, we urge National Highways to implement a 30mph speed limit across the entire M25 road network in line with their responsibility to keep the public safe."
