A man from Watford was arrested on suspicion of a number of offences following a collision in St Albans.
At around 9.50am on Friday (March 25), three vehicles and a pedestrian were involved in a crash outside Nando's in Chequer Street in the city centre.
A photo showed a person being treated by emergency services in the street before she was taken to Watford General Hospital for further treatment.
Her injuries are not believed to be life-threatening and the road reopened by 11.10am.
Hertfordshire Constabulary says a moped rider involved in the crash was not at the scene when officers arrived. Photos showed the other two vehicles involved appeared to be an Audi and an Honda, with the bike on its side between the two vehicles.
One of the vehicles and the moped were recovered.
Police say a 25-year-old man from Watford, who is thought to be the moped rider, was later detained by officers.
He was arrested on suspicion of possession with intent to supply drugs (class A and B), possession of a bladed article and assault with intent to resist arrest.
He was taken into police custody but has since been released on bail, Hertfordshire Constabulary said.
