Advice surgeries could be held across the district next year to help residents understand the changes to the benefit system.
The district council plans to set up the service to assist the 2,500 people that the changes will affect.
Next year the Government will alter the council tax benefit system.
Plans to set up the advice surgeries will be discussed by the council’s cabinet on Wednesday, November 14.
If the service is given the go-ahead, budgeting and managing finance sessions would be held at Oakslands College, extended telephone opening hours would operate at the council offices and staff leave would be limited as the changes come in.
Councillor Julian Daly, leader of the district council, said: "The benefit changes will come into effect at a particularly busy time for the council’s customer services team which is responsible for handling residents’ enquiries.
"Plans are being put in place to make sure those residents who require advice and support, receive it when they need it most."
